| 摘 要： | 通过对第一轮、第二轮土地利用总体规划编制与实施情况和问题的回顾与总结，对比分析新一轮土地利用总体规划的编制特点和要求，反映了土地利用总体规划变迁的逻辑和演进的方向。重点阐释了广东省新一轮规划编制的特色与创新、对规划弹性与刚性的处理，并对新一轮规划实施的前景进行了展望、提出了建议与对策。

| Abstract: | This paper reviews the problems and implementation of the planning in the first and the second round, analyses the characteristics and requirements in the new round, reflects the direction of changes and evolution. By explaining the characteristics and innovation, the treatment to flexibility and rigidity in the new round planning of Guangdong Province, this paper forecasts the prospect for implementation of the new round planning, then puts forward some comments and suggestions. |
