矿产资源开发生态恢复和可持续发展政策构建

我国矿产资源开发在取得巨大成就的同时,对采区周边环境的污染;对土地的毁损;因开采引起的地质灾害等生态环境问题也越来越突出,不仅成为经济社会可持续发展的主要障碍,而且威胁到人民群众的生存安全。文章尝试以生态经济学为指导,从法律法规体系、企业生产模式、企业管理制度、技术开发应用、资金投入体系等方面进行探讨研究,构建一个能促进我国矿产资源开发的生态恢复和可持续发展的政策体系,从而实现资源、环境、经济、社会的持续协调发展。

The Policies for Restoration of Natural Environment and Sustainable Development Regarding the Exploitation of Mineral Resources

With the great achievements of mineral resources exploitation,the natural environmental problems have become more and more serious,such as the pollution affects the environment of surrounding areas of mining areas,the land was destroyed,and geological disaster was caused by exploitation.These problems have become not only the main obstacles for sustainable social and economic development,but also threatened the survival security of the masses.Guided by ecological economics,the paper gives the priority to the research of law and regulation system,production pattern of enterprise,enterprise management system,development and application of technology,capital investment system, with the purpose of building a policy system for improving the restoration of the natural environment and sustainable development regarding the exploitation of mineral resources,thus realizing coordinated development of resources,environment,economy and society.
