我国矿山生态环境恢复治理现状和对策

我国矿山生态环境问题非常严重 ,已到了非治理不可的地步。矿山生态环境恢复治理应采取不同的政策 :一是老矿山历史遗留的生态环境问题必须由国家投资加以解决 ;二是新上矿山必须严格执行矿产资源法、环境保护法、土地复垦规定 ,加强监督执法力度 ;三是建立多渠道的资金投入机制 ,加大矿山环境恢复治理的力度 ;四是采取有效的经济保障措施 ,建立矿山生态环境恢复治理保证金制度。

PRESENT FACTS OF AND COUNTER- MEASURES FOR RESTORING AND HARNESSING MINE ECOLOGICAL ENVIRONMENT OF CHINA

The problems of mine ecological environment of our country are so serious that it's time to harness it. Different policies should be adopted for restoring and harnessing mine ecological environment. 1 The government must invest on some mines which have a long history to solve their problems of ecological environment. 2 Some new mines which have began to beekploited must carry out the Law of Mineral Resources, the Law of Protecting Environment, and Provision for Land Reclamation strictly, and strengthen supervision of legal enforcement. 3 To establish the diversified investment mechanisms, and enhance the enforcement of restoring and harnessing mine environment. 4 Adopting effective economic guarantee measures, building earnest system for restoring and harnessing of mine ecological environment.
