矿产资源规划实施年度计划制度初探

规划实施路径比规划目标本身更重要,为提高矿产资源规划的宏观调控和微观管理作用,有必要推进规划实施年度计划,对矿产资源开采总量、开发利用布局与结构调整、矿业权总量控制、矿产资源整合、重大工程等做出年度安排,明确矿产资源总体规划的实施路径。同时要从加强监督检查、建立健全评估制度入手保障规划实施年度计划的推进,完善矿产资源规划管理制度。

An Exploratory Study of the System of Annual Plan concerning Implementation of Mineral Resource Planning

This paper points out that in order to improve the role of macroeconomic regulation and control and micro management of mineral resources planning,it is necessary to advance the annual plan of planning implementation;to make annual arrangement for total exploitation of mineral resources,development and utilization layout and structure adjustment,total amount control of mining rights,mineral resources integration,and major projects;to clearly define the implementation path of mineral resource planning.This paper also offers that strengthening supervision and inspection,as well as establishing and perfecting the system of evaluation are the guarantee for improving the annual plan of implementation of planning,and the perfection of management system of mineral resource planning.
