提高矿产开发利用效率之我见

提高矿产资源开发利用效率对我国实现经济可持续发展和建设资源节约型、环境友好型和谐社会的目标意义重大，为此，应加强矿产资源开发利用效率评价研究和调查，加强矿产勘查和开发立项的管理，加强矿山建设与开发过程的监督，建立合理的矿山企业退出制度，实行矿业集约化经营，加强对现有技术经济水平条件下达不到开发要求的矿产地的保护，建立完善矿业领域节约资源能源与综合利用的指标体系，加强矿产资源高效利用的科技进步与创新和财税政策的支持。

View on Promoting Mineral Development and Utilization Efficiency

Promoting mineral development and utilization efficiency has significance for realizing economic sustainable development and building a conservation-minded and environmentally friendly harmonious society in China.Therefore,this paper suggests that research and investigation about the development and utilization of mineral resource efficiency evaluation,project management of mineral exploration and exploitation,as well as the supervision over the process of mine construction and development should be strengthened;establishing the reasonable mining enterprises retreating system;realizing intensive management of mine;the mining sites which cannot reach the requirements of the development under the condition of existing technology and economic level should be protected;establishing index system for perfecting resource and energy saving and comprehensive utilization of mining areas;making efforts in the scientific and technological progress and innovation of mineral resource efficient use and fiscal policy support.
