重要矿产资源战略接续区规划体系构建

随着我国矿产资源供需矛盾的加大，增强矿产资源后备保障能力．建设重要矿产资源战略接续区，逐渐成为我国矿政管理的重要诉求。在新一轮矿产资源规划中构建重要矿产资源战略接续区规划体系，对保障我国矿产资源供应安全意义重大。重要矿产资源战略接续区是从国家的宏观需求和发展战略出发，保障大宗短缺矿产资源持续供应的地区。其特点是具备良好的资源禀赋条件和特定的时空范畴。主要矿产资源战略接续区规模体系按行政区域可分为国家级、省（市、区）、市级和县级规划；按规划对象和功能可分为总体规划、专项规划和区域规划，其特征是整体性、层次性和开放性。规划程序包括明确规划目标、资料收集准备、区域条件分析、规划编制、保障措施制定、规划实施、规划实施评价等步骤。其基本内容包括国家级战略接续区规划的内容。
