| 摘 要： | 文章分析了三峡库区地质灾害的发展趋势以及三峡库区蓄水175米以上时地质灾害防治工程面临的困境,提出以市场为依托,以风险利益为纽带,以保险作为手段建立地质灾害防治保险以及地质灾害防治工程环境责任保险,通过保险机制的作用和制度安排,达到减轻国家进行地质灾害防治时所面临的财政困境问题。

| Abstract: | The paper first analyzes the development trend of geological disaster in three gorges and the difficult position faced by geological disaster prevention project when retaining water above 175 meters.And then it offers some specific methods for lightening the financial dilemma when the state conducts the prevention and control of geological disaster,these Include: establish insurance for the prevention and control of geological disaster and insurance of responsibility for the environment damage caused by control project of geological disaster with market as backstopping,risk and interest as link,insurance as methods;and make full use the function of insurance mechanism and system arrangement. |
