| 摘 要： | 矿产资源节约与综合利用对于缓解我国资源压力，保障国家经济和资源安全等方面都有十分重要的意义。我国矿产资源开发利用总体水平有了较大提高但发展不均衡，关键技术攻关初见成效但全国水平差异较大，法律法规政策的引导和鼓励作用初见成效。存在着矿产资源综合开发利用总体水平偏低，矿产资源开发利用产品的科技含量和附加值较低，综合利用技术缺乏等问题。应健全矿产资源综合利用法律法规政策，进一步明确相关法规概念，适时开展全国矿产资源综合利用调查，加大技术研发力度和研发深度，制定和完善相关评价体系和标准体系，用以促进矿产资源节约与综合利用，使我国矿业发展走向新的阶段。
