| 摘 要： | 我国矿业权一级市场交易制度初步建立,体现了公开、公平、公正的市场原则,实现了矿业权的市场配置,显化了矿业权的市场价值.矿业权市场完善建议:(1)尊重客观规律,严格实行分类出让,不搞"一刀切",科学设置出让条件,不把"价高"作为获取矿业权的主要因素或唯一因素;(2)矿业权招拍挂出让需符合相关政策、规划及矿业权设置方案;(3)完善矿业权招拍挂出让程序与制度,确保公开、公平、公正,维护好矿业权竞得人的利益和国家财产权益.(4)加强"交易平台"与矿业权评估、矿产资源储量评审等中介机构建设,完善矿产资源储量管理制度和矿业权价值评估方法;(5)加强矿业权市场建设的理论研究,夯实矿业权市场交易的基础.
