东北地区国土资源综合整治规划研究初探

东北地区国土资源开发利用中存在着建设用地需求增大,耕地质量下降;矿业资源后备不足,地质灾害严重和矿山环境问题严重,土地荒漠化、生态环境恶化;海洋资源开发不足,海洋产业结构不合理;水质恶化、地下水超采;资源综合利用的布局不合理等问题。为解决上述问题,在国土资源综合整治规划中,应重点保护现有耕地;优化矿业结构和布局;保护生态系统、防治环境污染;合理利用水资源、保护水环境;协调区域发展,综合整治国土资源。

Study on Comprehensive Improvement of Land Resources in Northeast Region of China

Some problems arises in the development and utilization of land resources in Northeast China,these Include: land demand for construction is on the increase while a decline in the quality of farmland;reserve of mineral resources is inadequate;both geological disasters and the problems concerning environment are serious;land desertification,ecological environment is deterioration,the exploration for marine resources is inadequatet,the marine industrial structure is unreasonable,water degradation,underground water over-extraction,the layout for overall utilization of resources is unreasonable.in respond to this,the paper offers the specific methods: attaching much importance to existing farmland;optimizing mining structure and layout;protecting ecological system,preventing environmental pollution;rational utilization of water resources and protection of water environment,coordinating regional growth and comprehensive improvment of land resources.
