“四化”管理在基层国土所值得推广——第二次对浙江省淳安县国土所建设的调研体会

文章以两次对浙江省淳安县国土所建设实地调研为例,对垂直管理前后的情况变化进行了对比分析,指出了对基层国土所建设有借鉴和推广意义的“四化”管理模式:“理顺关系,实行统一化管理”、“提高素质,实行培养化管理”、“监督检查,实行严格化管理”、“关心生活,实行人性化管理”。为更好地建设全国基层国土所,应借鉴淳安县的作法,解决垂直管理不彻底问题,明确职责,提高人员素质,加大投入,并建立相关法律、法规及管理制度。

Experiences Learned from Land and Resource Office of Chun'an County Zhejiang Province

The paper introduces the management patterns adopted by Land and Resource Office of Chun'an County Zhejiang province,which will be helpful for the improvement of the basic-level land and resource offices of China,namely straightening out various relations for unified management realization;following training management for improving the quality of personnel;carrying out supervision and inspection for achieving strict management;showing solicitude for the personnel and coming up to human-based management.The paper goes on to offer some methods for improving the nationawide basic-level land and resources offices: well defining power and responsibility,promoting the quality of the people,establishing relative laws and regulations and management system.
