| 摘 要： | 国土资源参与宏观调控问题的提出 ,对矿政工作提出了新的挑战。本文阐述了新时期矿权市场建设仍是矿政工作的核心 ,同时论证了矿政工作目标的两层含义 ,提出了矿权市场建设的关节点和目前面临的主要问题 ,并对矿政工作考核提出了新的量化指标体系的建议。

| Abstract: | On the premise of discussing that the construction of mining market is still the core work for mine administration in the new peroid while simultaneously pointing out the two meanings of the work target of mine administration, the paper looks at the strategic point concerning the construction of mining rights market and main problems faced currently, and offers the new quantization index system for the assesment of mine administration work. |
