西部开发中的矿产资源开发与环境保护问题

西部在矿产资源方面的优势及矿业在资本积累中的优势 (暴富 ) ,吸引了相当一批人和资本的目光 ,矿业经济具有两重性 ,一方面开发矿产资源有利于迅速改变部分人、部分地区的经济状况 ,但同时矿业又是一个高污染、高破坏行业 ,矿区及其周围地区几乎肯定是生态环境破坏最严重的地区。假如本世纪的西部开发 (包括矿产资源开发 )不幸演变成一场西部大开挖、全面污染、全面破坏的结局 ,这样的开发无疑是失败的。选择实行开发与环保并重的方针最符合全社会的根本利益 ,特别是西部地区大多数居民的利益。处理开发与环保的矛盾 ,政府应该发挥核心调节作用 ,综合运用法律、经济筹码 ,使严重失衡的天平恢复平衡

DEVELOPMENT AND ENVIRONMENT PROTECTION OF MINERAL RESOURCES IN THE WESTERN REGIONS OF CHINA

China's western regions have not only superiority of mineral resources, but also superiority of mining industry in capital accumulation, that attract a large number of people and capital. Economy of mining industry has dual attribute. One is that exploiting mineral resources is beneficial to rapidly change economic conditions of some people and some regions. Another is that mining industry is highly polluted and destroyed industry. Therefore, it is accordance with people's benefits to carrying out the policy of paying equal attention to development and environment protection, especially for benefits of most residents in the western regions.
