落实节约优先战略加强资源综合利用

落实节约优先战略,加强矿产资源综合利用是保障我国经济社会又好又快发展的必然选择.我国矿产资源节约与综合利用潜力巨大,有较好的基础和较大的拓展空间,但也存在着诸如缺乏标准体系.基础工作薄弱,缺乏数据支撑,技术攻关投入不足等问题.实施节约优先战略,加强矿产资源综合利用,要政府、企业、市场和社会互动,切实提高矿产资源利用效率,盘活一批难利用资源,形成一批行业标准.并开展现状调查与评价工作,编制实施专项规划,构建矿产资源节约与综合利用"一张图",积极拟订相关标准等重点工作.
