矿山环境管理引入矿山环境责任保险制度研究

我国矿山环境问题比较突出:采矿诱发地质灾害,造成大量人员伤亡和经济损失;引起岩爆或矿震;造成矿坑涌水与突水灾害;引起水土流失及土地沙化;占用和破坏大量土地;产生大量废气、废渣、废水。引入矿山环境责任保险制度有法制基础,对我国矿山环境管理具有借鉴意义;同时,也是运用经济和市场两种手段进行矿山环境管理的较好体现。

Introducing Liability Insurance System of Mining Environment into Mining Environment Management

The paper first discusses the prominent problems with regard to mining environment in China.In recent years,excessive exploitation has brought out geological disasters,and the disasters caused large casualties and economic losses;and it also initiated rock burst and mine vibration,water gushed into or dashed forward to the pit;soil erosion and desertification of land are also brought about;a large quantity of waste gas,residue and water are produced.To counter this situation the paper offers a proposal that we can introduce liability insurance system of mining environment,which has legal basis,into mining environment management;this will also be a good embodiment by utilizing both economic and market measures to manage mining environment.
