加强项目绩效考评工作 提高部门预算管理水平

项目绩效考评是我国财政支出管理和部门管理的重要内容。研究与借鉴发达国家项目绩效考评的经验,探索适合我国国情的项目绩效考评方式,有助于提高我国的预算管理水平和财政资金的使用效率。文章在查阅文献和以往项目绩效考评工作的基础上,研究分析了部分发达国家项目绩效考评情况,结合我国的实际,提出了建立和完善我国项目绩效考评体系的建议。

Working Hard to Improve the Examination and Appraisal of Project Performance to Stimulate the Departmental Budget Management

Examination and appraisal of project performance is an important content concerning financial expenditure management and departmental management in China.The paper argues that using the experiences of developed countries for reference and exploring the methods conforming to the national conditions of China will contribute to promote budget management and the availability factor of financial resources.Through consulting the literature and the previous conditions relating to examination and appraisal of project performance,the paper makes some proposals for establishing and perfecting the system of examination and appraisal of project performance based upon the situation of some developed countries and the real situation in China.
