科层理论与中国林权制度改革

从科层基本理论出发,以科层制权力为核心,用一个明晰的林地产权科层模型对中国现行林地产权、林权改革进行分析。指出中国林权成科层分布,林权效率低下,中国林权改革必须对林权科层结构进行改革和优化。最后指出需要进一步研究的问题,为林权改革提供了一个全新的理论视角。
