| 摘 要： | 中国的资源供给和生态环境约束将变得越来越"硬"。文章考察了日本"国家干预型"工业化模式的形成,分析了日本政府在资源环境双重约束下的产业结构升级中的主导作用。中国应借鉴日本的经验,利用市场机制,通过制度和技术创新、工业结构升级和第三产业的深化,实现产业结构升级和低碳经济转型。

| Abstract: | Constraints of resources supply and the ecological environment of China will become tighter.The pa per examines the formation of Japan’s state intervention-orientated industrialization and analyzes the Govern ment’s leading role in Japanese industrial structure upgrade under the dual constraints of the resources and the en vironment.China should learn from the experiences of Japan,using market mechanisms to achieve industrial struc tural upgrade and low-carbon economy through institutional and technological innovation,upgrade of industrial structure and the deepening of the third industry. |
