东北国有林区制度创新中的政府行为悖论分析

地方政府在我国由计划经济向市场经济体制变革中的特殊而重要的作用构成了中国制度变迁的一个显著特点,同时也构成了东北国有林区制度创新的宏观背景。东北国有林区过去是现在也依然是我国重要木材生产基地和生态屏障,其改革与发展瓶颈的形成有着深刻的历史及现实原因。文章中把对地方政府在推动东北国有林区制度变迁中作用的研究作为主线,提出了东北国有林区地方政府行为悖论。文章以此为切入点并结合对东北国有林区政府行为转变的环境分析,提出了规避东北国有林区政府行为悖论的路径选择。

Paradox Analysis on Government Action during the Institution Innovation in Northeast State-owned Forestry Region 1, 22

The local governments played special and important role in China’s economic transformation that is from a planned economy to market economy.This also constitutes the macro context for the innovation of the northeast state-owned forestry region.The Northeast state-owned forestry region used to be the key base of wood production and the ecology safeguard for China and the Northeast Asia,well such actuality will last for a considerable period.This paper focuses on the role of local governments in promoting institutional change in northeast state-owned forestry region and put forward the paradox of local governments.According to the analy sis on the circumstances which lead to the institution innovation,the paper proposed the measures on avoiding the paradox of local governments.
