Study on New Round General Land Use Planning Environmental Impact Assessment and Environment friendly Land Use Patterns Based on Circular Economy Theory —A Case Study of Jiamusi City

The purpose of this article is to apply to circular economy theory in general land use planning environmental impact on assessment of new round of Jiamusi city by means of 3R principle and carry out research on the use patterns of environment-friendly land.Methods of AHP and data-analysis were employed.The results indicated： The forward planning and land use of Jiamusi overall planning,environment impact assessment had been steadily increasing,new round plan was feasible;There was different degree improvement in evaluation value of four aspects,the growth of economy and social development was the fastest,but reduction emission of land contaminated waste showed a downward trend;There were some difference in the five aspects of EIA of three cities and four couties;For the result of EIA of new round in Jiamusi,the article put forward five kinds of environment-friendly land use patterns.The conclusion is that EIA of planning based on circular economy theory is of great significance for adopting environment-friendly land use patterns.
