| 摘 要： | 港口与城市在产业发展上存在密切的关系，“以港兴城，以城促港，港城协调”是大多数沿海城市得以繁荣发展的共同规律；以秦皇岛市为例，选取1997~2006年港口与城市发展指标，利用主成分分析法定量测算了港口和城市子系统的综合发展值，并在此基础上构建港城协调发展指数模型；运用线性回归拟合、绘制协调发展指数变化曲线图等方法对秦皇岛港城发展协调程度进行测算，得出秦皇岛市港城系统在1997~2001年协调程度较高，2001-2003年动态协调度是下降类型，2004年达到初级协调，2005年和2006年为优质协调阶段；通过分析协调度变化的原因提出了促进秦皇岛港城协调发展的有效措施。
