| 摘 要： | 作为国土空间规划中的重要指标,新增建设用地分解结果直接影响着各地区土地资源保护开发利用和未来经济社会发展,本文依据云南省各州(市)经济发展、社会状况和建设用地利用等现状,在相关性分析基础上,选取GDP、人均建设用地等8个因子,采用层次分析法来确定各因子的权重,对云南省各州(市)新增建设用地指标进行分配,并结合新时期国土空间规划的要求,提出在传统分解的基础上按照各州(市)下属各县(市、区)主体功能定位对分解结果进行修正,实现不同主体功能定位的指标差别化配置。最终分解结果和省政府下达指标进行验证,拟合度较高,可见本文的方法具有较好的可行性,对正在开展的国土空间规划各项规划指标分解具有较强的指导和借鉴作用。

| Abstract: | As an important index in land spatial planning,disassembly in incremental construction land guide the utilization and protection of land resources and social and economic development,based on the economic and social developments and usage of construction land of states in Yunnan Province,eight of eleven factors,such as GDP and average construction land per person,are analyzed using the analytic hierarchy process to identify their weighted allocation.According to the requirements of land spatial planning in new era,put forward an idea correcting the preliminary results based on major function oriented zoning contented differential allocation of indicators.Then we allocated the incremental construction land to states,which are well consistent with the official quota.The results can provide insights into land spatial planning indexes. |
