河南农村人口就地向城镇转移成本研究

河南农村一个"标准户"就地向城镇转移的短期成本为35650.9元,长期成本(总成本)为69658.6元。从构成上看,义务教育成本、保障性住房成本与城市管理费用成本是主要支出。尽管城市管理费用成本的占比很大,但这项支出是一个缓慢释放的过程(一直持续到居民死亡),每年的支出并不多。就短期而言,子女教育和保障性住房则是最主要支出,需要政府在农村人口进城后的前几年予以支付。由于河南在养老保险与医疗保险方面已经实现了城乡一体化,所以短期的成本增量为0,但从长期看,农村人口向城镇转移还可以降低政府在这方面的支出。
