从可持续发展系统观视角看我国农业补贴政策改革

农业可持续发展是一个由经济、社会与生态3个可持续发展子系统相互耦合而成的复合系统,政府适当的调控手段,有利于这一系统的动态平衡,但不适当的政府调控会破坏原有的平衡,从而使农业发展变得不可持续。因此,应建立农业补贴政策的法律体系、预算体制和管理机制,增加绿箱补贴总量,改革绿箱补贴结构,充分利用黄箱政策空间,调整黄箱政策支出方向,实现农业可持续发展的目标。

Analyzing the reform of agricultural subsidy policies in China from the viewpoint of sustainable development system

Sustainable agricultural development is a composite system composed by three sub-systems: economic,social and ecological.The appropriate measures adopted by the governments are conducive to the its dynamic equilibrium,but improper regulation may undermine the original balance so that agricultural development cannot be sustainable.Therefore,we should establish the legal system,the budget system and management mechanism of agricultural subsidy policies,increase the total Green box subsidies,reform the structure,make full use of the Amber box policy space,and adjust expenditure direction in order to achieve the goals of sustainable agriculture development.
