我国农村宅基地退出研究进展

宅基地退出是提高土地利用效益、优化土地资源配置的迫切要求。对宅基地退出的探索,有利于我国土地制度改革的方向、农民土地权益维护和政府与市场边界的划分等问题的解决。研究从宅基地的退出意愿、退出机制、退出模式和退出补偿方面,梳理了国内关于宅基地退出的已有研究成果。同时,从社会公平与正义、重视土地"利用主义"、引领土地制度改革和强调市场机制在资源配置中的作用等视角,对宅基地退出制度的未来改革进行了展望。

Study on the Exiting Strategy of Rural Residential Land in China

It is of great importance for farmers to abandon rural residential land to increase the efficiency of land use and optimize the allocation of land resources .The explorations of exiting from rural residential land are related to the direction of the land system reform ,the maintenance of rights and interests of farmers'land .Furthermore ,it also contributes to solve the boundary between the government and market .This study reviews the existing research achievements from the willingness ,mechanism ,mode and compensation of exiting from rural residential land .At the same time ,the study looks forward to the research directions of exiting of rural residential land in the future ,from the perspectives of the social equity and justice ,the emphasis on land utilization ,the guides of the directions of land system reform and attaching great importance to the roles of market mechanism in the allocation of land resources .
