我国矿产资源开发利用中的现实问题与对策探讨

摘    要:我国重要矿产资源严重供不应求的主要原因是:勘查速度落后于开发利用和消耗速度;新老矿山资源的接替;非法开采引起资源破坏与浪费和无序盲目开发造成的环境问题;综合利用水平低,有限资源进一步浪费,开发利用国外资源落后且方式单一;缺乏规范的矿业市场环境与秩序。因此,应该构建与市场经济和国际惯例接轨的勘查工作新机制;应用高新技术,调整战略布局,寻找后备矿产地,并不断提高现有矿产资源的利用水平;从体制改革入手,加快矿业市场建设,营造良好环境;健全法制,标本兼治,创造新秩序;积极参与全球矿业市场竞争。同时,厉行资源节约,共同建立资源节约型社会。

Abstract:The main reason for the serious shortage of important mineral resources in China is that there are some realistic problems on the way of its development and utilization:the speed of prospecting falls behind of the speed of development,utilization and consumption;shortage of old mines' resources brings some problems for resources supply of the society; the illegal mining brings breakage and waste of resources, and disorderly development results in environmental problems; level of comprehensive utilization is low, limited resources are further wasted, and the mode of abroad resources' development and utilization is behind the time and singleness;lack of the normative environment and order of the mineral industry market. This paper argues that such countermeasures should taken as setting up a new prospecting work mechanism which can integrate with market economy and international customary practice, enhancing the scientific research, applying advanced and new technology, adjusting the strategy, searching for backup producing areas, and increasing the exploitation level of the current mineral resources etc.
