| 摘 要： | 公众参与机制是落实"构建和谐社会"和"坚持以人为本"的重要手段,也是增强土地利用规划科学性的有效途径,在丰富规划参与主体、增强规划的社会可接受性和实施性等方面具有重要意义.通过借鉴国内外有关公众参与机制的研究成果,结合我国土地利用规划的特点,尝试从决策咨询、执行监督、评审和公众听证等几个角度,构建我国土地利用规划中的公众参与机制.

| Abstract: | Public participation mechanism is an important method for building a harmonious society and sustaining the concept of people-oriented, and is also an effective way of improving the science of land use planning. The public participation mechanism of land use planning has vital influence on enriching participation bodies, strengthening the social acceptance, and achieving enforcement. According to the situation of China, this paper consults researches on the public participation at home and abroad, trying to build a public participation of land use plan in China, in terms of decision-consulting, enforcement supervision, evaluate-consideration and hearing of witnesses. |
