湖北省耕地保护生态补偿优先序判别

在当前耕地生态补偿资金有限以及补偿效率存在差异的情况下,确定耕地保护生态补偿实施的优先次序是一个值得研究的问题。以湖北省为研究区域,采用当量因子法、系数修正法和灰色预测模型揭示了该省16个城市耕地生态系统服务价值的空间差异,并在预测目标期耕地生态系统服务价值的基础上确立了各市耕地生态补偿的优先序。结果表明:2007—2016年间,湖北省16个城市的耕地生态系统服务价值呈现明显的空间差异;自基期(2016年)至目标期(2025年),湖北省耕地生态系统服务价值将有所增加,各城市耕地生态系统服务供给能力差异明显,按照耕地生态补偿优先序由高至低可将16个城市划分为5个等级。确立耕地生态补偿优先序,有利于提高补偿资金配置效率,为建立健全我国耕地保护生态补偿机制提供理论依据和实践参考。

Priority of Ecological Compensation for Cultivated Land Protection in Hubei Province

This research aimed to reveal the spatial difference of cultivated land ecosystem service supply,and determined the priority of cultivated land ecological compensation on the basis of considering the dynamic change of cultivated land ecosystem service contribution,so as to provide theoretical basis and practical reference for improving the allocation efficiency of ecological compensation funds and improving the ecological compensation mechanism of cultivated land protection in China.Taking Hubei province as an example,the equivalent factor method was used to measure the cultivated land ecosystem service value of 16 cities in Hubei Province from 2007 to 2016,and the cultivated land ecological sustainability index and ecological compensation coefficient were used to modify them to reveal their spatial differences.Then,using the grey prediction model,the cultivated land ecosystem service value of each city in this province in target period(2025)was calculated to form comparison with the value in base period(2016)to calculate the contribution of ecosystem services in each city,which provided basis for determining the priority of ecological compensation for cultivated land protection.The results showed that,from 2007 to 2016,the value of ecosystem services provided by cultivated land in Hubei Province increased first and then decreased,while in 16 cities in Hubei Province it showed obvious spatial difference.From the base period(2016)to the target period(2025),the value of ecosystem services provided by cultivated land in Hubei Province and other cities would increase.And the ecosystem services supply capacities of cultivated land were obviously different among cities.According to the priority of cultivated land ecological compensation,16 cities in Hubei Province could be divided into five grades of cultivated land protection ecological compensation areas,from I to V in total.The amount of ecosystem services provided by cultivated land resources was not only different in space,but also in time.It was of great significance to improve the allocation efficiency and compensation efficiency of ecological compensation funds by taking it as the basis for establishing the priority of ecological compensation for cultivated land resources protection.
