National Policy of Mineral Resources: Objectives and Functions

National policy of mineral resources is to ensure mineral industry to provide sufficient mineral resources for the development of society and economy,and to raise the competitive advantage of national mineral industry in the world market and the sustainable development of the industry. The function of the policy is to guide the mineral industry, government, official sectors, managers, and more importantly, those who are responsible for the drafting and formulation of the laws, to adjust and control the benefit and conflict arising from mineral industry, and to make clear the relation of beneficial distribution, reaching the same opinion among government, enterprises and individuals. This paper briefly analyses the objectives and tasks of national mineral resources policy and the major factors influencing the making of the policy,and discusses the problems involved in making national mineral resources policy as well as the management function of this policy.
