浙江省标准农田质量提升工程管理信息系统设计与实现

摘    要:为保障粮食安全,严格实施千万亩标准农田质量提升工程,在整合全省标准农田上图入库成果和标准农田地力调查与分段定级成果数据的基础上,设计并实现了浙江省标准农田质量提升工程管理信息系统。基于确保数据安全和控制软件运行成本的考虑,整个系统分离为单机版的标准农田质量提升项目实施区块划定工具、B/S模式的标准农田质量提升项目实施区块审核管理子系统和C/S模式的标准农田质量提升项目申报管理子系统,3个系统相互结合形成一个有机的整体。通过系统的运行,能够较好地促进全省标准农田质量提升实施工作的有序管理,实现单个项目和整体工程的动态管理。

Abstract:To ensure food security,the management approach for arable land quality has been legislated in Zhejiang Province in 2011,in which the quality improvement project of standard farmland is an important task in the following years.For the purpose of strictly implementing the project,the management information system has been designed and realized,where the vector maps of standard farmland and the result of farmland fertility survey in the whole province have been integrated firstly as its base database.For the sake of data security and low cost of software,the whole system is separated into three sub-systems.One is stand-alone version oriented to users belong to counties,which is used for project’s implementation location selection and the vector map making.The second is B/S mode oriented to all users,which is used for planning,project applying,approval,implementation and acceptance.And the third is C/S mode oriented to administrators,which mainly is used for checking the vector map uploaded with project applied by counties’ user.The three sub-systems are operated interactively as a union system,demonstrating that the proposed system can assist to arrange and manage the improvement project orderly,which will help not only to eliminate such problems as duplication of applying and inaccurate applying,but also to enhance the dynamic management of the individual and the overall project.
