| 摘 要： | 我国土地开发整理存在目标内涵有限、土地开发整理战略重点定位不准、项目资金管理办法不完善等问题.因此,应拓宽我国土地开发整理目标的内涵,土地开发整理的战略重点应该以土地整理为主,其中以基本农田整理为重点,以划人基本农田保护区的中低产田整理为土地整理的重中之重.同时应完善土地开发整理资金管理办法.

| Abstract: | It is important to analyze and solve the main problems in land development and consolidation. The researches indicate that the land development and consolidation in China is influenced by such problems as the limited connotation of target, the inaccurate strategic point and the imperfect means of funds management. Therefore, we should enlarge the connotation of the target of land development and consolidation, with the consolidation as the strategic point, especially the consolidation of fundamental cultivated land and the middle and low production land. It is also necessary to perfect the management of the fund for land development and consolidation. |
