基于“多规合一”的城镇开发边界划定方法探析——以常熟市辛庄镇为例

随着城镇化的快速推进,外延式扩张发展模式产生的城市蔓延等问题对区域土地的有效开发,空间的优化利用和可持续发展造成了重大影响。有效划定城镇开发边界,控制城镇空间扩张是苏州空间规划改革的重点任务,有利于国土空间格局优化以及弥补当前城镇开发边界的研究空白。本文以常熟市辛庄镇为例,在阐释城镇开发边界概念内涵及借鉴城市开发边界划定方法的基础上,基于"多规融合"的规划理念新视角,按照"多规合一、划管结合"的思路探讨镇域层面城镇开发边界的划定方法与流程,最后在此基础上针对城镇开发边界划定方法提出管理制度建议。因此,城镇开发边界划定是多项规划统筹的过程,也是平衡城镇发展限制和发展潜力,平衡空间和土地的过程。

On Delineation Methods of Urban Development Boundary based on"Multiple Plans Integration":A Case Study of Xinzhuang Town,Changshu

With the rapid development of rural urbanization,the denotative expansion development model has caused some problems such as urban sprawl,which has produced significant influence on effective exploitation of regional land,spatial optimization and utilization as well as sustainable development.The key task of Suzhou spatial planning is to delimit urban development boundary properly so as to control the urban expansion.This action will be definitely beneficial in optimizing spatial pattern of the land and enrich the current research on urban development boundary delimitation at the township level.In this paper,taking urban development boundary defined in Xinzhuang Town,Changshu,Jiangsu Province as an example,methods and procedures of urban development boundary delimitation of the township level were explored on the basis of giving the explanations to the concept and connotation of urban development boundary in towns and referring to the methods of urban development boundary delineation in cities firstly.Then this paper applies the new planning perspective of multiple plans integration into defining the urban development boundary within the township in accordance with the idea of"integrating multiple planning,combining delineation with management".At last,relevant policy recommendations of defining urban development boundary were proposed based on the previous discussions.To conclude,urban development boundary delimitation is the process to coordinate kinds of planning and to balance development limits and potential as well as space and land in towns.
