深圳市建设用地经济效益空间差异分析及优化对策——基于DEA的CCR模型和BCC模型

摘    要:综合运用DEA的CCR模型和BCC模型,对比分析2013年深圳市10个行政辖区的建设用地经济效益,并提出有针对性的优化对策,为城市一体化协同发展提供决策参考。研究显示:深圳市10个行政辖区建设用地经济效益空间差异显著,原特区内4个辖区均为DEA有效,原特区外6个行政辖区均为非DEA有效;原特区外6个辖区建设用地经济效益不高的原因在于其建设用地利用效率不高,或配置结构不合理、或投入规模不合理、或二者均不合理,此外,坪山新区还有固定资产使用效率不高的原因,其配置结构和投入规模均不合理。为提高建设用地经济效益,深圳市应控制建设用地投入规模、优化建设用地配置结构、转变城市发展模式;原特区外6个辖区需重点优化建设用地配置结构,除大鹏外5个辖区同时需严格控制建设用地投入规模。

Abstract:Based on the CCR and BBC models of DEA,the paper analyzed and compared economic benefits of construction land in 10 administrative districts in Shenzhen City in 2013 and put forward the targeted optimization strategies to provide decision-making reference for the collaborative development of urban integration.Some results were obtained as follows.First,there are significant spatial differences in the economic benefits of construction land in 10 administrative districts of Shenzhen City in 2013.the 4 districts all are DEA efficient inside the original Shenzhen special economic zone,the 6 districts all are not DEA efficient outside the original Shenzhen special economic zone.Second,the reason for the low economic efficiency of the construction land in the 6 districts outside the original Shenzhen special economic zone is low use efficiency of the construction land,or unreasonable allocation structure,or unreasonable investment scale,or both of them.In addition,another reason is the low fixed-asset use efficiency in Pingshan district,because of its unreasonable allocation structure and investment scale.For improving the economic benefits of construction land,Shenzhen City should control the investment scale of construction land,optimize the allocation structure of construction land and transform urban development model;the 6 districts outside the original Shenzhen special economic zone should focus on optimizing the allocation structure of construction land,and meanwhile the 5 districts besides Dapeng should strictly control the investment scale of construction land.
