摘    要:由于陕北能源重化工基地区内水资源总量少、年际变化大、年内分配不均、气候变化对水资源影响显著等,致使该区地下水位下降和污染严重,水资源供需矛盾突出。究其原因除自然因素外,大规模煤炭资源开采和人类活动的加剧是主要原因。解决水资源问题的方法是:加强监管的条件下,开发与保护并重,首先利用地表水,科学适度利用地下水,尽快引用黄河水。优先保证生态用水,重点解决能源重化工基地用水,限制并削减农业用水。

Abstract:Inadequate amount of water, uneven distribution of water resource and climatic influence on water resources have resulted in lowering level of groundwater and serious pollution in Shaanxi energy-chemistry base and a great contradiction between supply and demand. Large scale of coal mining and other human activities are the main causes for the problems except natural factors. The problems are to be solved by stressing both exploitation and protection under the condition of more supervision. Surface water should be utilized first, underground water be utilized moderately, and Yellow River water be utilized as soon as possible. Priority should be given to ecological water and limitation given to agricultural water.
