新一轮县级土地利用总体规划修编滞后问题初探

根据新一轮县级土地利用总体规划修编实际情况,对比前两轮土地利用总体规划修编,提出规划滞后的内涵,并将其分为显性规划滞后和隐性规划滞后两类,而新一轮规划主要表现为显性规划滞后。针对新一轮规划在编制过程中出现的滞后问题,采用分析、归纳和总结等方法,阐述了新一轮规划滞后主要是由于上下级思想不统一、土地管理技术落后、土地管理系统不完善以及土地利用规划制度不健全等原因所致,并提出了规划滞后问题可以通过结合客观实际,重新调整规划基期;加强规划指导,尽早统一规划思想;充分利用现代科技,完善规划制度和土地管理体系等措施加以解决。

Discussion on Delayed Compilation of New Round Overall Land Use Planning at County Level

According to the situation of the new round county-level planning of land use(2006—2020),comparing the compilation of the first two overall land use planning,this paper discusses the connotation of delayed planning and classifies the delay as visible delay and invisible delay.By means of analysis,induction and summing-up,the paper attributes the delay to disagreement of realizations at higher and lower levels,lag in land management technology,imperfection of land management system and land use planning rules,believing that the problem of delayed compilation could be resolved by adjusting the scheduled time of planning,strengthening the guidance of planning,making good use of modern technology and perfecting the rules and management system.
