新制度设计下的土地利用总体规划实施管理政策分析

本轮土地利用总体规划与上一轮规划存在较大差异,而国家相关政策相对滞后,地方在规划实施中遇到大量操作层面的问题无法解决.在总结本轮土地利用总体规划主要制度创新的基础上,分析了这些创新对规划实施产生的主要影响,并针对制度创新从规划指标管控、建设用地空间管制区、基本农田、规划审核标准等操作层面提出了配套政策建议.

Policy Analysis of Implementation Management of Overall Land Use Planning under the New System Design

The present land use planning is different from the last planning;however,as the national policies are comparatively lagging behind,a large number of operational problems can not be solved in the process of local planning implementation.On the basis of summarizing the main innovations of the present round of land use planning,this paper analyzes the main effect of the innovations on the implementation of the land use planning and presents corresponding suggestions for policy supporting in terms of the planned index control,spatial control areas of construction land,basic farmland and standards of planning approval.
