补充耕地约束体系研究

耕地占补平衡,不仅仅是从数量上有所保障,更重要的是质量上的优劣度能否真正担负起应有的生产和生态环境功能,实现耕地总量真正意义上的动态平衡.从耕地质量的各个指标方面,通过建立一套约束体系来约束限制新补充耕地的质量状况,并初步探讨约束体系相关数据的入库技术及信息共享的初步思路,以有利于实施进一步有效的管理、真正保证补充耕地的优劣度,并以江西省为例进行了实例研究.

A Study of Restrictive System for Complementary Plough

To achieve gross balance of the plough is an important task in the management of our land resources. Balance of plough occupation and complement concerns not only the balance of quantity hut also the balance of quality. This paper attempts to establish a system involving indexes of plough quality, which can he used to restrict the quality of the complementary plough. The paper also discusses the technique of putting related data into database and the ideas of sharing the information so as to implement more effective management and ensure the quality of complementary plough. Demonstration research has been conducted in Jiangxi Province.
