| 摘 要： | 适应新一轮农村改革和发展的要求,应积极探索并形成统筹城乡发展的长效机制,即通过破解资金筹措、土地流转、农民就业和社保体系建设等难题,确保三个集中顺利推进,确保农村新社区硬件建设与软件建设配套,确保农民长远利益,并真正形成农户和村集休(含企业)为主、地方政府支持为辅的新机制。目前农村构建长效机制的基本对策应以实现城乡基本公共服务均等化为中心,推进农村改革和发展的五个转变。
