| 摘 要： | 文章将农民工阶层划分为失地农民集群、经营户集群、技术人集群、低技能劳动力集群4个群体,提出了分步市民化的政策设计,并从我国转变城乡社会结构、构建和谐社会的角度认识这种思路的合理性和重要性。
