政府贫困治理的多元逻辑与精准扶贫的逻辑弥合

政府主导是中国贫困治理的重要经验和基本特征,理解精准扶贫实践中的偏离现象需要从政府贫困治理的逻辑入手。本文研究了从中央到地方的多层级政府在贫困治理当中遵循的主导行动逻辑及其在贫困治理中的主要表现。研究发现,不同层级间政府拥有差异化的贫困治理逻辑,其中中央与省级政府在贫困治理当中主要遵循政治逻辑,地市级地方政府主要遵循行政逻辑,而县乡(镇)地方政府主要遵循治理逻辑,不同的贫困治理逻辑在实践中形成紧张关系甚至是带来目标冲突,进而导致精准扶贫实践的偏离。因此,解决精准扶贫的实践偏离问题,本文认为需要系统地弥合多层级政府贫困治理的逻辑张力,形成责权利深度融合的贫困治理机制,强化对基层政府贫困治理逻辑的支持,避免行政逻辑对贫困治理逻辑的不当干预,以此形成政府贫困治理的强大合力,推动脱贫攻坚任务的早日完成。

The Bridge between the Multivariate Logic of Government Poverty Governance and Precision Poverty Alleviation

Government-led is an important experience and basic feature of poverty alleviation in China.Understanding the deviation of precision poverty alleviation in practice needs to start with the logic of government poverty governance.This paper studiesthe leading action logic followed by multi-level governments from central to local level and its main performance in poverty governance.It is found thatgovernments at different levels have differentiated poverty governance logic,among which the central and provincial governments mainly follow political logic in poverty governance,the municipal governments mainly follow administrative logic,while the county and township governments mainly follow governance logic.Different poverty management logics form tension in practice and even cause target conflict,which leads to deviation of precise poverty alleviation practice.Therefore,in order to fully solve the practice deviation of precision poverty alleviation,we need to systematically analyze the logical tension of the poverty management of multilateral government,form a poverty governance mechanism with the deep integration of the interests,rights and responsibilities,strengthen the support for the poverty management logic of the grass-roots government,and avoid the improper interference fromthe administrative logic to the poverty governance logic.It is suggested to form a strong combination of government poverty management and promote the early completion of the task of poverty alleviation.
