关于“三化同步”推进的理性思考与对策——在中国农业经济学会2011年学术年会上的报告

三化同步发展是三农理论的发展和创新,具有重要的理论贡献,事关国家现代化建设全局。当前三化同步推进面临良好机遇和条件,已经具有了坚实的物质基础,但同时也面着一些挑战,农业现代化建设明显滞后于工业化、城镇化,农业用地非农化、农业产业非农化、农业种植非粮化倾向明显,粮食等农产品需求发生较大变化,农产品剪刀差、农民工工资差、征用农村土地价格差加剧了城乡协调发展难度。加快实现三化同步推进,要紧持把现代农业建设摆在国家现代化建设的首位,牢牢把握我国现代农业建设的特色,坚持掌握建设现代农业的基础和基本条件,切实加快农业科技进步与创新,实行最有力的粮食生产扶持政策,加快建立健全农产品价格形成机制,加快构建我国农业公益性服务体系,加快现代农业示范区建设。
