研究目的:分析北京市耕地占补平衡面临的问题,为编制北京市土地利用总体规划提供依据.研究方法:综合分析法.研究结果:分析了北京市耕地占补平衡的现状,提出在北京市这种特殊人地矛盾地区耕地占补平衡的工作重点和解决方法.研究结论:北京市的耕地占补平衡的工作重点是保持耕地生产能力的平衡,耕地可以纳入城市系统,成为北京市的绿色隔离带.

Use and Protection of Cultivated Land and Prime Farmland in Comprehensive Land Use Planning of Beijing

The purpose of the study is to analyze problems of dynamic balance of total amount of cultivated land in Beijing and thus provide scientific basis for land use planning. Method of comprehensive analysis was employed. The paper points out key tasks and solutions of dynamic balance of total amount of the cultivated land in Beijing, a special region with contradiction between population and the land. The balance can only be that of maintaining the productive capacity of cultivated land. The cultivated land may be considered as part of the urban system and work as greenbelt of Beijing.
