完善土地收购储备制度的建议和思考

Meditation and Policy Recommendation on the Amelioration of the Land Banking System

The purpose of this paper is to explore how to ameliorate the land banking system. Methods of policy analysis and normative analysis are used. It is found that although the land banking system has been widely established in China and has played an important role in regulating land market, many problems and shortages still present within the system, which need to be further standardized and solved. The paper concludes that if the current land banking institutes were retransformed into a joint-stock company that controlled by the central government, it will be helpful for reinforcing the capacity of the central government in regulating land use at macro level, readjusting the land revenue between central and local governments, and extending foreign and domestic capital investment into new field.
