摘    要:研究目的:考虑区域发展阶段差异,探索一种新的城市建设用地绩效评价方法,以实现城市建设用地多功能绩 效的科学评估。研究方法:基于新时期城市建设用地的基本功能价值,从经济发展、社会服务、生态维护、政治公平和 文化科技 5 个维度建立城市建设用地多功能绩效评价指标体系,构建考虑区域发展阶段差异的城市建设用地多功能 绩效评价模型,对珠三角城市群城市建设用地多功能绩效进行评价。研究结果:(1)考虑区域发展阶段差异的多功能 绩效评价模型,有效避免了传统绩效评价模型针对不同发展阶段地区考核标准相同的不足,使得评价结果更为准确可 靠;(2)珠三角城市群城市建设用地综合功能绩效整体水平较高,在空间上呈现以佛深为双核心向外递减的空间分布 模式,各维度功能绩效差异性明显,分别具有不同的空间分异特征。研究结论:考虑区域发展阶段差异的城市建设用 地绩效评价方法简洁、可行,为土地利用绩效评价提供了一种新的思路。

Multi-function Performance Evaluation on Urban Construction Land Considering Regional Development Stage Differences: A Case Study on Urban Agglomeration in Pearl River Delta
Abstract:The purpose of this paper is to explore a new performance evaluation method of urban construction land, considering the regional development stage differences, to achieve a scientific evaluation on its multi-functional performance. The research methods are as follows. Based on the basic functional value of urban construction land in the new period, the multi-functional performance evaluation index system was established from five dimensions of economic development, social service, ecological maintenance, political equity and cultural science and technology. Then the multi-functional performance evaluation model considering the regional development stage differences was constructed to evaluate the multi-functional performance of urban construction land in urban agglomeration in Pearl River Delta. The results show that the multi-functional performance evaluation model considering the regional development stage differences can effectively avoid the shortcomings of the traditional performance evaluation model using the same assessment standards for regions in different development stages, and make the evaluation result more accurate and reliable. The overall level of the comprehensive functional performance of urban construction land in urban agglomeration in Pearl River Delta was relatively high, and the spatial distribution pattern decreased outwards with Foshan and Shenzhen as the double core. The functional performance in various dimensions had obvious differences, and showed different spatial characteristics. In conclusion, the performance evaluation method of urban construction land considering the regional development stage differences is simple and feasible, and provides a new path for land use performance evaluation.
