| 摘 要： | 研究目的:概要介绍城市理性发展理念在美国的应用及其保障措施一:法律保障和经济政策激励,以期启示中国的土地利用规划工作.研究方法:文献资料法.研究结论:中国应转变现有的土地利用规划思路,借鉴城市理性发展理念,应用城市发展边界(UGB)技术、建立土地监控系统以及设立并促进土地开发权的流转.

| Abstract: | The purpose of the paper is to introduce Smart Growth in America and its measurements which make Smart Growth true, including laws and policy incentives, and hope to provide reference for land use planning in China. Method of documentation was employed. The results indicate that the idea of land use planning should be changed according to Smart Growth, the technological measurement of UGB should be applied, the monitoring and controlling system of land use should be established, and land development rights should be legislated and transferable in China. |
