耕地利用效益体系重构及其外部性分析

研究目的：在耕地利用效益体系重构和外部性分析的基础上，探求耕地保护的经济补偿理论依据。研究方法：文献资料法，逻辑推理法和系统分析法。研究结果：耕地利用的经济效益、生态效益和社会效益的形态、产生的基础和作用过程不同，其中耕地利用生态和社会效益的外部性是耕地非农化的根本原因，而耕地利用外部效益的内部化则是解决目前耕地保护外部性问题的根本途径。研究结论：应尽快建立和实施耕地保护的经济补偿机制。

Reconstruction of Cultivated Land Use Benefit System and Analysis on Its Externality

The purpose of this paper is to search for the compensation theories of cultivated land protection based on reconstruction of cultivated land use benefit system and analysis of its external benefit. Method of documentation, logical reasoning and system analysis were employed. The results show that the economic benefit, ecological benefit and social benefit of cultivated land use are different in terms of the form, the basis and process. The externality of ecological and social benefit of cultivated land use is the crucial reason of cultivated land conversion. The internalization of external benefits is the only way to resolve the externality problem. It is concluded that the economic compensation mechanism of cultivated land protection should be constructed in China as soon as possible.
