土地承包权调整方式的决策研究——基于Bromley能动的实用主义理论

研究目的:探究土地承包权调整方式的决策及其影响规律,以期为完善农村土地承包权调整政策提供参考。研究方法:实证研究法,熵值法,层次分析法,分层线性模型。研究结果:采取不同土地承包权调整方式的农户和村集体具体表现不同;土地承包权调整方式决策受到农户和村集体两个层面的共同作用,但两个层面对不同土地承包权调整方式决策的影响程度不同;不同土地承包权调整方式决策的影响因素存在差异。研究结论:土地承包权调整方式适应不同的社会环境,要因村而异,尊重村民意愿;要提高公众参与度,充分了解民意,综合考虑村集体和农户两方面的需求,选择适应本村的土地承包权调整方式。

Study on the Decision-making for Adjustment Method of Land Contract Right: Based on Bromley's Active Pragmatism Theory

The purposes of this paper are to investigate decision-making for the adjustment method of land contract right and their influence laws, and provide reference for improving the adjustment policy of land contract right. The research methods include empirical research, entropy method, analytic hierarchy process and hierarchical linear model. The results show that: 1)the specific performance of farmers and village collectives implementing different adjustment methods of land contract rights differs; 2)decision-making for the adjustment method of land contract rights is jointly affected by farmers and village collectives, but two levels have different degrees of influence on the decision-making for the different adjustment methods of land contract rights; 3)there are differences in the influencing factors of decision-making for different adjustment method of land contracting rights. In conclusion, adjustment methods of land contract right are adapted to different social environments, varying from villages to villages and respecting the willingness of farmers. It is necessary to increase public participation, fully understand public opinion and comprehensively evaluate the needs of both the village collective and the farmers, to choose the appropriate adjustment method of land contract right.
