土地利用总体规划实施评价

研究目的建立一套操作性强的土地利用总体规划实施评价的指标体系和评价方法.研究方法系统分析法.研究结果(1)土地利用总体规划实施评价,评价内容包括结果评价、效益评价和效力评价三个方面;(2)土地利用总体规划实施评价的指标,包括效果指标、执行指标两类,不同的指标有不同的量化模型.研究结论建立健全土地利用总体规划实施评价体系,一方面有助于可以评价政府相关部门执行规划的情况,另一方面也可以作为规划调整和修编的重要依据.

Evaluation of Implementation of General Land Use Planning

The purpose of this study is to set up an index system and a scientific method for the evaluation of implementation of general land use planning. Methods of systematic analysis were employed. The results include followings: (1) Evaluation of implementation of general land use planning, which includes three contents: the planning result evaluation, the implementing benefit evaluation and the implementing effectiveness evaluation. (2) The index system of implement to general land use planning which includes two parts: the effect index and the perform index. The different index has the different quantitative model. The results indicate that the method can be used to evaluate the situation that the government implement the planning; on the other hand, to offer the basis to compiling and adjusting the planning.
