中国土地开发整理战略重点的新定位

研究目的:中国当前土地开发整理战略重点的准确定位,对确保土地整理目标的实现十分重要.研究方法:文献资料法,因果分析法.研究结果:中国土地资源的现状和耕地总量动态平衡的根本要求决定了中低产田整理在中国土地开发整理中的重要地位.研究结论:在今后一定时期内,中国土地开发整理的战略重点应确定为:以土地整理为主,其中以基本农田整理为重点,以划入基本农田保护区的中低产田整理为土地整理的重中之重.并从土地开发整理项目的立项导向,评价标准和验收办法以及项目实施的产业化等方面加以实现.

Study on Strategic Point of Land Consolidation and Reclamation in China

The purpose of the paper is to analyze the strategic highlights of land consolidation and reclamation. Methods of documentation and causality were employed. The results indicate that land improvements with low productivity should play a key role in land consolidation and reclamation, considering current situation of land resource and the aim of cultivated land dynamic balance. Land consolidation and reclamation in China has to focus on improvements of land with low productivity especially those that have been designated as prime farmland. The above objectives can be achieved through orientation of project proposal, assessment standard, method of examination, and industrialization of project implementation.
