城镇土地储备制度的思考

摘    要:研究目的:分析目前我国城市土地收购储备的特征及问题,找出问题产生原因和解决的思路、方法。研究方法:文献资料法、比较分析法和因果分析法。研究结果:加强土地收购储备基础理论研究,为制定相关法律提供依据;完善土地收购储备制度,控制和减小土地收购储备中的风险。研究结论:我国必须实行城市土地收购储备制度,政府主导型的土地收购储备模式比较完善,可操作性和社会经济、社会效益优于其他模式。

Abstract:The purpose of this paper is intended to analyses the reasons of current problems, and seeks for solutions in urban land purchase and reserve. Methods of documentation, comparison, cause and effect analysis are employed. The results indicate that further study on fundamental theory of land purchase and reserve should be strengthened in order to provide basis for relevant legislation; land purchase and reserve system has to be improved to control and reduce internal risks. It also concludes that China has to implement land purchase and reserve system; government dominated land purchase and reserve pattern is better than others in terms of social- economic benefit and operation.
